“I Had 3 Weeks to Get My Documents Attested” — 4 Real Situations from Delhi, Mumbai, Chennai & Rajkot

Last month, four people called our office in the same week. Different cities. Different documents. Different urgencies. But the same panic in their voices.

We solved all four cases. Here is exactly what happened — and what you can take away before you end up in the same situation.

Situation 1, Delhi: The Job Offer That Almost Expired

Arjun got a job offer from a construction company in Dubai. Joining date: 22 days away. His degree certificate from Delhi University was sitting in a drawer, unatteated, because he assumed “he’d figure it out when the time came.”

He came to us on a Monday.

The problem nobody told him about: Delhi University degree certificates need HRD attestation from the Delhi state education department first. Most people assume they can walk straight into MEA with their original — MEA will send them back. That one misunderstanding alone costs people 5–7 days.

What certificate attestation in Delhi actually looks like when done right: Delhi is the fastest city for attestation in India — but only if you know the SDM vs HRD route question, only if you have direct MEA submission access, and only if UAE Embassy digital processing is handled correctly (physical stamps no longer exist — everything is a digital printout now). Get any one of these wrong and your “fast” Delhi attestation becomes a 30-day ordeal.

Situation 2, Mumbai: The Couple Who Needed Two Different Things

Priya and her husband Suresh were relocating to Qatar. He needed his engineering degree attested. She needed their marriage certificate attested so she could apply as a dependent.

Simple enough, right? Except they went to a local agent who submitted both documents to the same department — HRD — for attestation.

Marriage certificates don’t go to HRD. They go to the Home Department (GAD — General Administration Department, Maharashtra). Their agent didn’t know this. Both documents came back after 11 days. Unattested. With a rejection note.

They came to us with 15 days left.

What certificate attestation in Mumbai actually requires for two document types:

Situation 3, Chennai: The Student Who Almost Lost Her University Seat

Meenakshi had been accepted to a university in Germany. Her I-20 equivalent required her HSC marksheet and degree certificate to be apostilled — not embassy attested, since Germany is a Hague Convention country.

But when she reached the German university’s documentation portal, she discovered one more requirement: her Tamil Nadu HRD attestation had to come before the MEA apostille. She had assumed she could go directly to MEA.

She had 18 days before the portal closed.

What made Chennai different in her case:

Tamil Nadu’s HRD department handles school board certificates (HSC, SSLC) and university degrees differently. Her HSC marksheet from the Tamil Nadu state board needed verification from the Board of Secondary Education (Directorate of Government Examinations, Chennai) — a step her degree certificate did not need. Two documents, two sub-processes within the same HRD department.

Chennai also has a regional MEA authentication centre — which means document transit to Delhi was not needed and saved her 3–4 days compared to applicants from states without a regional RAC.

What we did:

  • Notary: Day 1
  • Tamil Nadu Board of Secondary Education verification + HRD simultaneous: Days 2–7
  • MEA Apostille, Chennai RAC: Days 8–11
  • Documents couriered to Meenakshi: Day 13

She submitted to the university portal with 5 days to spare.

The lesson from Chennai: Even within one city’s HRD department, different certificates follow different sub-paths. This is where generic “attestation guides” fall apart — they describe the high-level process but not the on-ground reality. Certificate attestation in Chennai for a school certificate is not the same as for a university degree, even though both go to “HRD.”

Situation 4, Rajkot: The Business Owner Nobody Warned

Nilesh runs a manufacturing unit in Rajkot. He signed a commercial contract with a buyer in Saudi Arabia. The Saudi side required his company’s Certificate of Incorporation and Power of Attorney to be attested before they would release payment.

So the chain for Nilesh’s documents was: Rajkot Chamber of Commerce → Gandhinagar (Gujarat state authentication) → MEA Delhi → Saudi Embassy, Delhi

Four separate locations. Four separate submission windows. All requiring physical originals (commercial documents cannot be processed on copy).

Nilesh had originally planned to do this himself. He had already spent 8 days trying to figure out the sequence before he called us.

What we did:

  • Collected documents from his Rajkot office via our courier arrangement
  • Chamber of Commerce attestation: Days 1–2
  • Gandhinagar submission: Days 3–5 (our team based in Ahmedabad handles Gujarat state-level submissions directly)

Certificate attestation is not a one-size-fits-all process. Delhi’s SDM route, Mumbai’s parallel HRD and Home Department tracks, Chennai’s board-level verification, Rajkot’s multi-location logistics — these are real differences that add or subtract weeks from your timeline.

Before You Start Your Attestation — Answer These 5 Questions

1. What type of document is it? Educational, personal, or commercial — each has a different state-level department.

2. Which state was the document issued in? Attestation must go through the issuing state’s authority, not the city where you currently live.

3. Which country are you going to? Hague Convention country = Apostille. Non-Hague (UAE, Saudi, Qatar, Kuwait, Oman) = Embassy Attestation. Wrong assumption here restarts the entire process.

4. How many days do you actually have? Build in buffer. If your joining date is in 21 days, that is not enough time to start attestation in Rajkot or Chennai from scratch through a slow agent.

5. Does your agent have direct submission access? Agents who use sub-agents add 3–7 days minimum to every stage. Ask directly: “Do you submit to MEA yourself, or do you outsource it?”
